Meet our Founder

Frank Clancy

Welcome to Signals Australia, where I, Frank Clancy (B.Mins, B.Couns), am honoured to serve as the Founder. With almost four decades of experience as a minister with the Australian Christian Churches and Fire Church Australia, I am passionate about serving those in need.

For the past 30 years, I have also founded Rescue Australia, an organisation dedicated to ministering to Indigenous Australians. Through our efforts, we have established multiple churches that primarily serve underprivileged communities in our area, as well as providing Christian welfare support.

Furthermore, my work extends to supporting individuals who have been affected by sexual abuse, substance abuse, and various mental health challenges, regardless of age and affiliation with the church.

Great frustration has been building up within me over the years due to the fact that the church has largely left the responsibility of assisting victims to welfare departments, which already have heavy burdens to bear. So, the primary service provided by welfare departments has been to aid those who have already been abused.

Signals Australia aims to raise awareness about potential dangers before abuse occurs, provide tools for protection, and respond by identifying the SIGNALS (signs) before the offence takes place.

The church has failed to respond to the significant needs of hurting children. Jesus himself commanded His followers several times to protect these children, and it is a great shame that the church has neglected this responsibility and instead relied on overburdened welfare departments.

Signals Australia seeks to assist, compliment the important work of existing welfare departments in order to help alleviate their burden.

There is a real reason to obey the Word of God and protect these children who cannot defend themselves and eradicate abuse of these innocent ones once and for all.

We are forming a team, a real TASK FORCE, consisting of men and women who have been abused and/or are experienced in this field of ministry.

While I wish I had all the answers, I am eager to meet others with experience who can assist with the basic tools I have initiated.

I promise to listen to you, knowing you will be invaluable to this urgent and vital ministry.

As King David stated in the Bible, “There IS a cause.”

Meet our Director

Rebecca Matkovic-Helou

With a deep passion for serving others and a commitment to justice, Rebecca has devoted her career to the pursuit of healing for those who have experienced abuse.

Rebecca’s work is rooted in her faith and belief in the intrinsic value of each human life. She draws inspiration from Psalm 82:3-4, which instructs us to “defend the weak and the fatherless; uphold the cause of the poor and the oppressed. Rescue the weak and the needy; deliver them from the hand of the wicked.”

Rebecca’s experience working with abused children has given her a unique perspective on the challenges and complexities of addressing this critical issue. She has trained extensively with various child training organisations and is committed to staying up-to-date with the latest research and best practices in child protection.

Rebecca’s ultimate goal is to eradicate abuse and create a world where all children can grow up in safety and security. She is driven by her desire to serve others and believes that we can make a difference in the lives of vulnerable children. Matthew 25:40 says “whatever you did for one of the least of these brothers and sisters of mine, you did for me.”

Rebecca’s work with Signals Australia has allowed her to make a tangible impact on the lives of countless children and families. Through her leadership and dedication, she has helped to build a strong and effective ministry that is making a difference in the world.
